MIPE launches guidelines for calls worth 283 million euros

The Ministry of Investments and European Projects has launched for public consultation applicant guides for four calls for projects that will be financed through the Education and Employment Program and the Social Inclusion and Dignity Program 2021 - 2027.

Call "Adaptation of educational services addressed to students and teaching staff in vocational and technical education - Internships for students" has a total budget of 102.37 million euros to support 40,000 students from vocational, technical and dual education to participate in practical training programs.

Projects with a minimum eligible value of 201,000 euros will be financed for both less developed regions and the Bucharest Ilfov region, with a maximum eligible value of 500,000 euros. Eligible beneficiaries are vocational and technical education schools, as well as school inspectorates, and eligible activities include the implementation of internships for students and the implementation of programs to develop students' entrepreneurial skills, including green entrepreneurial skills.

By calling "Promoting the development of high-quality, flexible and labour market-related tertiary study programmes - Student Internships", with a total budget of 68.96 million euros, 9,453 students will be supported to participate in practical training programs. The objective pursued by funding The aim of this type of project is to increase the participation rate of students in work-based learning programs (e.g. internships) through newly established/developed partnerships that facilitate the insertion of tertiary university graduates into the labor market. Eligible beneficiaries under this call are accredited higher education institutions, public or private employers, other relevant entities.

The minimum eligible value of a project is 201,000 euros, and the maximum value is 1,400,000 euros.

Eligible activities include the implementation of entrepreneurial skills development programs, including for the adaptation of skills and qualifications related to the environment, climate, energy, circular economy and bioeconomy and for the acquisition of skills required by sectors related to the climate transition; supporting sustainable partnerships with potential employers, which facilitate the socio-professional insertion of future graduates, through specialized internships, internship programs, etc.; (including through the financing of mobilities), supporting students in order to integrate into the labor market, including through the training of socio-emotional skills; supporting the employability of tertiary education graduates by conducting analyses to identify horizontal needs for the development of the educational offer.

The "Keep Up" call for projects, with a total budget of 111.83 million euros aims to update the specific skills of employees as a result of rapid technological developments and the emergence of new skills through actions relevant to employment and facilitating access to a job or keeping a job.

The minimum eligible value of a project is 201,000 euros, and the maximum is 1,000,000 euros.

56,000 employees aged between 18 and 65 will be supported to participate in vocational training programs, the eligible beneficiaries being authorized vocational training providers, authorized information and counseling service providers. Eligible activities within PROJECT are the organization and implementation of awareness campaigns for employers and employees regarding the importance of continuous professional training; professional counseling of employees to encourage participation in these programs; professional training of managers in enterprises in order to update management skills in correlation with technological evolution and updating the personnel management strategy; professional training of employees in order to update specific skills as a result of technological evolution and the emergence of new skills (retraining, evolutionary retraining).

44 urban communities supported to develop

The call "Preparatory support for the development of Local Development Strategies in cities/municipalities with a population of over 20,000 inhabitants" with a budget of 2.88 million euros financed through the Social Inclusion and Dignity Program, providing support to Local Action Groups (LAGs) in municipalities and cities with over 20,000 inhabitants in order to develop Local Development Strategies. The maximum value of a project is 226,029 lei (lump sum), following the call, 44 such local development strategies will be supported.

The public consultation period for all four applicant guides will end on May 24, 2023, with the estimated launch of calls being the first part of June 2023.
