The Ministry of Finance, together with the Ministry of Research, Innovation and Digitalization, the Ministry of Labor and Social Solidarity and the Ministry of Education have adopted the Joint Order on the classification of computer software creation activities, through which staff from public institutions carrying out such activities also benefit from exemption from paying income tax on income from salaries and income assimilated to salaries.
"We managed to fix and standardize the application of a tax facility that the private sector has been benefiting from for a long time. The IT field is a strategic field, with a strong impact and high added value in the economy of a society. We have been discussing the digitalization of the administration for so long, about the need to strengthen the IT component in view of the increase in cyber attacks, and the public domain is the first targeted by such attempts. It is natural to have well-paid people if we want quality and I hope that through this approach we will manage to reduce the departure of good IT professionals from the administration and, at the same time, become a competitive employer.", said Adrian Câciu, Minister of Finance.
"This initiative does justice to IT professionals in the public sector, as it is a matter of normality that they benefit from the same facilities as those working for private companies. It is a matter that has been dragging on for a long time and I thank everyone who supported this measure, which is part of a broader effort to attract experts from the IT&C sector in public administration". For all this, quality human resources are needed in the public sector, especially in terms of the digital transformation of the administration," said Sebastian Burduja, Minister of Research, Innovation and Digitalization.
The positions for which you will apply tax exemption are: database administrator, analyst, computer science system engineer, software system engineer, computer project manager, programmer, computer systems designer, computer system programmer, assistant programmer, assistant analyst, software product development engineer.
The provisions will enter into force on 1 January 2023 and will apply starting with the income related to the month of entry into force of the order. The order is published in the Official Gazette.
