Everything about the e-invoice system, which will become mandatory from January 1, 2024

Romania will institute mandatory electronic invoicing for all transactions carried out between taxable persons established on the territory of Romania starting with January 1, 2024.

The measure is applicable until December 31, 2026, with the possibility of being extended.

All companies and PFAs in Romania, VAT payers or non-payers, that have legal entity clients must send invoices through the e-invoice system.

Registration is done by submitting the 084 declaration, and starting with the first day of 2024, only invoices sent/received through the e-invoice system will be recorded in the accounting. At the same time, it will no longer be possible to deduct VAT on invoices that are not received through the e-invoice system.

Fines for not sending invoices in the e-invoice system are between 1,000 and 10,000 lei. Also, the registration after July 1, 2024 of an invoice that is not sent through the e-invoice system is sanctioned with the amount of VAT listed on the invoice.
