Romania has completed a new stage of the dialogue with the European Commission regarding the payment of the second tranche of the PNRR, for a total net amount of EUR 2.81 billion. The payment request covers 51 milestones and targets.
In this way, along with the pre-financing and the first tranche of the PNRR, our country will benefit from cumulative payments of almost ten billion euros from this important European funding resource. Since the beginning of the plan's implementation, over 8,500 contracts have already been signed with the PNRR beneficiaries, worth 11 billion euros, informs the Ministry of Investments and European Projects.
The dialogue to clarify the conditions necessary for considering milestones 129 and 133 as fully met, in relation to the findings of the Audit Authority, concerns the value of 143 million euros, related to the two milestones.
In accordance with the provisions of European Regulation 241/2021, the payment for the second tranche can be made for the amount of 2.67 billion euros, with the difference of 143 million euros to be made after the completion of the procedure for clarifying the terms of fulfilling the specific conditions of milestones 129 and 133, within a maximum period of 6 months.
In this regard, Romania has already developed an action plan, which includes the following steps:
- For Milestone 129, Signing contracts for the construction of a new electrolyzer capacity of at least 100 MW – Responsible Ministry of Energy
1 – Obtaining binding letters of comfort from all beneficiaries with whom financing contracts have been signed;
2 – Reallocation from the PNRR or allocation from the state budget of the budget necessary to conclude financing contracts with the 2 potential beneficiaries who were no longer included in the budget of the green hydrogen production call;
3 – Conclusion of contracts FUNDING (with the existence of binding comfort letters) and with the 2 potential beneficiaries who no longer fit into the budget of the green hydrogen production call;
4- Conducting the follow-up audit by the Audit Authority and resolving any new or outstanding findings by the Ministry of Energy;
5 – Transmission by MIPE to the European Commission of information and data relating to the fulfilment of COM observations.
- For Milestone 133, Signing contracts for high-efficiency gas-fired cogeneration and district heating projects – Responsible Ministry of Energy
1 – Obtaining binding letters of comfort from all beneficiaries with whom financing contracts have been signed,
2 – Confirmation of the existence of land free of encumbrances for the implementation of the CHP project from the financing contract concluded between the Ministry of Energy and Constanța City Hall;
3 – Conclusion of the contract FUNDING (in strict compliance with the provisions of the Applicant Guide) with the Craiova City Hall;
4- Conducting the follow-up audit by the Audit Authority and resolving any new or outstanding findings by the Ministry of Energy;
5 – Transmission by MIPE to the European Commission of information and data relating to the fulfilment of COM observations.
