Grants to support entrepreneurs in the development of advanced digital technologies

The Ministry of Investments and European Projects launched, on Thursday, for public consultation, the Specific Guide - conditions for accessing European funds related to the national recovery and resilience plan within the call for projects:

  • Component C9. Support for the Private Sector, Research, Development and Innovation
  • Investment I3. Private Sector Aid Schemes
  • Measure 1. Minimis Scheme and State Aid Scheme in the Context of SME Digitalization
  • Grants to support entrepreneurs in the development of advanced digital technologies

Total value

The total amount allocated for state aid to be granted under this schemes, for the entire duration of its application, is 150 million euros, divided into the following areas of activity considered priorities at national level:

a) food industry, processing industry, construction: 75 million euros.

b) automotive industry, transport and distribution, services addressed to the population, tourism and other eligible areas: 75 million euros.

Eligible value of a project

The minimum eligible value that can be requested within the project is 500,000 euros, calculated at the euro exchange rate established in the guide.

The maximum eligible amount of state aid granted within a project is 3,000,000 euros/project (no more than 5 times the Turnover for 2022), as follows:

  • Microenterprises – maximum 500,000 euros;
  • Small businesses – maximum 1,500,000 euros;
  • Medium-sized enterprises – maximum 3,000,000 euros.
  • Beneficiaries – partnership consisting of:
  • A) Leader

– Enterprises (microenterprises, small and medium-sized enterprises according to Law no. 346/2004 on stimulating the establishment and development of small and medium-sized enterprises, as subsequently amended and supplemented;

– Cooperative societies established under Law No. 1/2005 republished, with subsequent amendments and supplements, which serve the interests of members through the investments provided for in the project;

which makes investments in tangible and/or intangible assets for automation and robotics intended for technological flows, integrated with digital solutions.

b) Partner – company operating in one of the following fields:

  • 5829 – Other software publishing activities;
  • 6201 – Custom software development activities (customer-oriented software);
  • 6202 – Information technology consultancy activities;
  • 6203 – Management activities (management and operation) of computing resources;
  • 6209 – Other information technology service activities;
  • 6311 – Data processing, web page management and related activities
  • 6312 – Web portal activities;
  • 6399 – Other information service activities n.e.c.;

The partner will be responsible for industrial research and experimental development activities, regarding the development of advanced technologies applicable to the project leader.

Eligible expenses:

Through this operation, specific activities/actions will be supported to support enterprises in the development of advanced digital technologies such as artificial intelligence, data and cloud computing, blockchain technology, high-performance and quantum computing, the Internet of Things, cybersecurity such as:

  • acquisitions of tangible and intangible assets (hardware for high-performance and quantum computing, automation and robotics equipment for technological flows integrated with digital solutions, development and/or adaptation of software applications, including RPA software automation solutions, respectively Robotic Process Automation);
  • acquisitions of blockchain technologies (which mainly benefit the manufacturing industry and supply chain through automation, enterprise resource planning, efficient data exchange, IoT (Internet of Things), Big Data, Cloud computing, IIoT (Industrial Internet of Things) and artificial intelligence);
  • acquisitions of tangible and intangible assets cybersecurity
  • acquisitions of artificial intelligence systems, machine learning, augmented reality, virtual reality;
  • the acquisition of data and cloud computing services;
  • Eligible expenses of research and development projects are allocated to a specific category of research and development and are as follows:

(a) personnel costs: researchers, technicians and other auxiliary staff, to the extent that they are employed in the project;

(b) expenses for tools and equipment, to the extent that they are used in the project and for the duration of such use.

(c) expenses related to contractual research, knowledge and purchased patents
