The Romanian Government approved, through OUG 99/2022, the IMM INVEST PLUS state aid scheme and its components - IMM INVEST ROMÂNIA, AGRO IMM INVEST, IMM PROD, GARANT CONSTRUCT, INNOVATION and RURAL INVEST, through which state aid can be accessed in the form of loan guarantees and in the form of grants.
Starting Monday, September 12, 2022, entrepreneurs are invited to register on the www.imminvest.ro platform to access the funds made available.
Beneficiaries who have accessed IMM INVEST ROMANIA, including through AGRO IMM INVEST, IMM PROD, GARANT CONSTRUCT or RURAL INVEST, or other aid granted in the context of the Covid 19 pandemic, I cannot benefit.of support under this aid scheme, unless a fraction of these needs remained unfunded.
The following categories of state aid are granted within the state aid scheme:
1. State aid in the form of loan guarantees
Under this state aid scheme, state guarantees are granted, in a percentage of maximum 90% of the financing value, excluding interest, commissions and bank charges related to the guaranteed loan, in accordance with the provisions of point 2.2 of the Temporary Framework Ukraine, for one or more loans for making investments and/or one or more loans/credit lines for financing working capital.
Features:
- The maximum value of each financings granted to a beneficiary cannot exceed 5,000,000 lei for loans/credit lines for financing working capital, respectively 10,000,000 lei for investment loans.
- The maximum cumulative value of state-guaranteed financing that can be granted to a beneficiary under the program cannot exceed 10,000,000 lei, respectively 5,000,000 lei for beneficiaries in the field of primary agriculture, aquaculture and pisciculture.
- The maximum duration of financing is 72 months for investment loans and 36 months for working capital loans/lines of credit.
- In the case of investment loans granted to eligible beneficiaries, credit institutions may grant, at the beginning of the lending period, at the request of the beneficiaries, a grace period of maximum 18 months for the repayment of the principal.
2. State aid in the form of a grant
Beneficiaries of the state aid scheme, who have contracted investment loans and/or guaranteed loans/credit lines, benefit from a grant within the limit of the cumulation resulting from the value of the risk fee, the management fee, related to the guarantee granted, for the entire validity period of the guarantee granted, and the interest related to the loans/credit lines, granted for a maximum period of 12 months.
grant granted to a beneficiary cannot exceed the equivalent in lei of the amount of:
- 500,000 Euros/company/ATU
- 62,000 euros/enterprise for beneficiaries in the field of primary production of agricultural products
- 75,000 euros for beneficiaries in the aquaculture and fishing sector.
By way of exception, AGRO IMM INVEST beneficiaries benefit from a grant within the limit of the cumulation resulting from the value of the risk commission, the administration commission, related to the guarantee granted, for the entire validity period of the guarantee granted and do not benefit from the interest financed from the state budget.
The grants will be awarded in compliance with the provisions of point 2.1 of the Temporary Framework Ukraine:
- the total aid does not exceed 500,000 euros per enterprise at any time;
- the aid shall be granted no later than 31 December 2022;
- The aid is granted to enterprises affected by the crisis.
The total ceiling of guarantees that can be granted under the state aid scheme during the validity period, namely from its approval by the European Commission until 31.12.2022, is 17,750,000,000 lei, the equivalent in lei of approximately 3,590,000,000 euros. The budget of the state aid scheme for state aid in the form of a grant is a maximum of 1,930,018,000 lei, the equivalent in lei of approximately 390,320,000 euros. State aid in the form of a grant is supported from the state budget, through the budget of the Ministry of Finance.
