All calls under the Just Transition Program, opened in 2023

The Just Transition Program (JTP), whose eligible area covers six counties in Romania (Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș), benefits from a budget of 2.53 billion euros.

The first calls for projects out of the 87 funded through PTJ will be launched in the second quarter of 2023.

By the end of this year, all 87 calls for projects funded by the Just Transition Programme will be launched, which responds to the investment needs defined at the level of the territorial plans for a just transition developed for the counties of Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș. The first calls will be opened in the second quarter of this year and target investments for the development of small and medium-sized enterprises that support sustainable growth and job creation, by providing gRANTS.

The Just Transition Program has as its main objective to support environmentally sustainable economic diversification, by generating sustainable and secure jobs.

PTJ includes seven investment priorities, corresponding to the 6 counties included in the program, to which is added the technical assistance component (114 million euros):

  • Mitigating the socio-economic impact of the transition to climate neutrality in GORJ county, with an allocation of 537.2 million euros;
  • HUNEDOARA County benefits from an allocation of 525.7 million euros;
  • DOLJ County – 412 million euros;
  • GALATI County – 387.5 million euros;
  • PRAHOVA County – 277 million euros;
  • MUREȘ County – 277 million euros.

Over 11,000 jobs and 30,000 beneficiaries of professional reconversion, in the 6 counties

The Just Transition Program provides for investments for the development of small and medium-sized enterprises, micro-enterprises, support for spin-off and spin-out enterprises and start-ups, support for business infrastructure, measures to increase the capacity of AJOFMs in the six eligible counties, renewable energy for households, investments in the development of small-scale production capacities, RES energy transport and storage for own consumption, public transport, investments in the remediation or decontamination and reconversion of contaminated sites or disused industrial buildings, investments in large production units in selected fields as well as technical assistance measures.

Expected results at the end of the period

Among the expected results at the end of the 2021-2027 period are:

  • 11,257 direct jobs created in SMEs;
  • 5,845 enterprises supported;
  • 29,925 people will benefit from professional retraining programs;
  • 24,000 households supported to acquire prosumer status;
  • 266 ha of areas will benefit from decontamination and reconversion actions;
  • Support to reduce greenhouse gas emissions for Liberty Galați and Azomureș companies. 

Categories of eligible beneficiaries

They will be able to submit applications for funding:

  • New and existing businesses, including social enterprises;
  • Employment authorities, public and private vocational training providers;
  • Non-governmental organizations;
  • Local authorities;
  • Households affected by energy poverty.

1.8 billion euros for the 6 counties, available through other programs for the period 2021 – 2027 and through the PNRR

The related programs for 2021-2027 (Regional Programs, Health Program, Education and Employment Program and Social Inclusion and Dignity Program) and the PNRR provide substantial allocations for the development of social, health and education infrastructure and services in Romania, with a focus on disadvantaged areas and those with the greatest disparities. The investments of the PR, PIDS, PEO, PS and PNRR for the development of infrastructure and services relevant for the just transition (crèches, primary and secondary schools, including digital technological equipment and resources, centers for the elderly, services for people with disabilities, day care centers for children, support for rural communities without access or with limited access to social services, pre-hospital medical infrastructure and health units providing rehabilitation/recovery services) total over 12 billion euros. From this budget, the 6 counties included in the Just Transition Program could access at least 1.8 billion euros.
