The Ministry of Finance announces improvements to the much-criticized e-Invoice system.
"As the Ministry of Finance stated last week, in order to identify possible improvements that would ensure the synergy of the invoicing platforms provided by companies that offer accounting services with the e-Factura system, the institution's experts invited representatives of these companies to collaborate to optimize technical solutions, so that adaptation to the system would be as fluid and efficient as possible.
In this regard, two online meetings were organized this week, attended by approximately 175 people. The discussions focused on monitoring events occurring in the applications, possible specific errors encountered, and resolving complaints received by the support team. Meetings in this format will be organized daily in the coming period, to evaluate any possible improvements that can support the increase in the operational efficiency of e-Invoice.
Another approach to streamline interaction with end users is the organization, on January 23 and 25, of webinars in which they can address any concerns and receive answers from experts from the National Agency for Fiscal Administration/National Center for Financial Intelligence," a press release from the Ministry of Finance states.
Changes to the e-Invoice system
From January 1, 2024 to the present, a series of corrections have been made to the supplemental application offered free of charge by MF/ANAF, based on feedback received from users, the MF also announces.
Another important change is that from January 16th the system no longer allows the entry of duplicate invoices.
Next, a new step being worked on is the possibility of sending invoices on behalf of the supplier (self-invoicing).
"Few believed that we would be the fourth country in the European Union to manage to implement this system, which we said from the very beginning was vital for our fight against tax evasion. So far, there have been no periods of time when the system did not work. The CNIF/ANAF team has started working closely with companies that offer accounting services with the e-Invoice system, so that any improvements that can make taxpayers' lives easier can be implemented. We do not rule out that difficulties may arise and that aspects that require improvements may be identified, which is precisely why the approach is as constructive as possible; we are close to taxpayers and no sanctions will be applied until April. We are committed to being flexible and receptive to feedback, I think that is the most important thing. In the end, we will certainly overcome all difficulties and ensure that the e-Invoice system is a robust and adaptable solution to the constantly changing needs of the business environment.", Minister Marcel Boloș said.
In the context of the mandatory implementation of the RO e-Invoice system from January 1, 2024 in the business-to-business (B2B) relationship, to date, over 10 million invoices were successfully registered in the e-Invoice system, totaling 45 billion lei.

Implementing e-Invoice
In the event that the national electronic invoice system RO e-Factura is not functional for at least 24 hours, the transmission obligation provided for in art. 10 paragraph (1) of Government Emergency Ordinance no. 120/2021 is suspended until the system is restored to operation.
The deadline for sending invoices issued for deliveries of goods and services that take place in Romania, in the national electronic invoice system RO e-Factura is 5 working days from the date of issuance of the invoice, but no later than 5 working days from the deadline for issuing the invoice in art. 319 paragraph (16) of the Fiscal Code.
During the period January 1 - March 31, 2024, failure to comply with the deadline for submitting invoices in the national electronic invoice system RO e-Factura will not be sanctioned.
