Unemployment benefits and all social benefits related to the Social Reference Indicator (SRI) increase from March 1, 2023, as a result of the 13.8% increase in this indicator.
Thus, the value of the ISR increases from 525.5 lei in 2022 to 598 lei this year, the Ministry of Labor announces.
After applying the new ISR value, social assistance benefits granted through the National Agency for Payments and Social Inspection are increased as follows:
- social assistance (VMG) for a single person increases from 149 lei to 170 lei, and for a family of 5 people from 554 lei to 631 lei, for 164,896 people;
- family support allowance (benefiting 133,276 people) – the first income bracket increases from 211 lei/person to 240 lei/person and the second income bracket increases from 558 lei/person to 634 lei/person. The amount of the allowance varies depending on the number of children in the family, its income bracket, but also on the type of family/single-parent or two-parent. It varies between 90 lei and 79 lei, for a two-parent family with 1 child and income of 634 lei, and 512 lei and 450 lei, for a single-parent family with income of up to 240 lei and 4 dependent children;
- allowances for people with disabilities (which benefit 837,947 people) increase for adults from 368 lei to 419 lei for severe disability and from 279 lei to 317 lei for severe disability. The complementary budget increases from 156 lei to 180 lei for severe disability, from 116 lei to 132 lei for severe disability and from 64 lei to 72 lei for medium disability. And in the case of children, the benefit increases from 316 lei to 359 lei for severe disability, from 184 lei to 210 lei for severe disability and from 64 lei to 72 lei for medium disability;
- the monthly placement allowance increases from 950 lei to 1,081 lei and from 1,425 lei for a disabled child to 1,622 lei, for 34,315 people. In addition, the support allowance increases from 420 lei to 479 lei;
- the monthly allowance for young people who opt to leave the social protection system and attend education courses or get a job increases from 2,522 lei to 2,871 lei;
- the minimum amount of the child-rearing allowance is increased from 1,314 lei to 1,495 lei, for 170,785 people;
- the minimum allowance granted during the period of accommodation leave for adoption increases from 1,787 lei to 2,033 lei, for an average number of 595 people;
- the adoption support allowance increases from 631 lei to 717 lei (minimum level) and from 1,261 lei to 1,435 lei (maximum level), for an average number of 2,153 people;
- The monthly non-refundable aid for refugees increases from 568 lei to 646 lei, for 440 people.
And the allowances, insertion bonuses, subsidies and financial incentives granted through the National Employment Agency are increased as follows:
- Benefit unemployment benefits increase by 73 lei/month for a number of 42,345 unemployed people registered with the ANOFM at the end of January 2023;
- unemployment benefit granted to graduates of educational institutions and special schools for people with disabilities increases by 37 lei/month, for the 3,915 people registered with the ANOFM;
- the insertion bonus granted to graduates of educational institutions and graduates of special schools, at least 16 years old, who, within 60 days of graduation, register with employment agencies and are employed full-time for a period of more than 12 months increases by 218 lei, for approximately 900 people;
- the subsidy granted to employers who employ young people at risk of social marginalization, who benefit from personalized social support based on a solidarity contract, increases by 290 lei/month/person, for approximately 240 people;
- The monthly financial incentive granted to employers who employ pupils and students during the holidays increases by 37 lei/month/person, for a number of approximately 1,700 people.
The estimated budget, at this time, for all these increases is 978 million lei.
Starting with 2022, the ISR increases, in March of each year, by the average annual inflation rate, a definitive indicator communicated by the National Institute of Statistics (INS). This is the basis for establishing the amounts of social assistance benefits, unemployment benefits and some active employment measures.
