The Ministry of Investments and European Projects finances, through the Human Capital Operational Program, the settlement of expenses for meeting the basic needs and supporting displaced persons from the armed conflict zone in Ukraine.
On February 6, the call for the settlement of expenses incurred to support refugees was opened, the budget from European funds being 100 million euros.
The amount of support is 100 euros/week, for a maximum of 26 weeks.

The Ministry of Investments and European Projects launches, on February 6, the non-competitive call "Support for Ukrainian citizens, foreigners or stateless persons coming from the area of armed conflict in Ukraine", financed by the Human Capital Operational Program, for the settlement of expenses incurred by the Romanian state for supporting refugees from the area of military conflict in Ukraine. "Since the outbreak of the conflict, Romania has always acted in the spirit of solidarity, a solidarity that continues to remain a constant element in our list of priorities. Over 3 million Ukrainian citizens have crossed our borders in the last 12 months and many of them have benefited from direct support from the Romanian Government, whether we are thinking of food, clothing, shelter, long-term accommodation, emergency financial aid, or medical services. Through the Human Capital Operational Program, the Romanian state can settle, on a unit cost basis, part of the expenses for basic needs. In this regard, we have allocated a budget of approximately 100 million euros from European funds. We found the possibility of granting this funding following a joint approach with the management authorities to identify concrete possibilities for financing from European funds the expenses incurred to support refugees from Ukraine, without affecting the projects currently being implemented", Minister Marcel Boloș said.
The call for project proposals is non-competitive, with a submission deadline intended for less developed regions: North-East, South-East, South-West Oltenia, South-Muntenia, North-West, West, Center.
The support measures provided by the Romanian state to refugees entering Romania through the border points with Ukraine and the Republic of Moldova, whether they are Ukrainian citizens, foreigners or stateless persons, are financed on a unit cost basis, to cover immediate basic needs.
The amount of support that can be settled from European funds is that established by Regulation (EU) 2022/2039 at EUR 100 per week for each full or partial week in which the person is in Romania, for a maximum of 26 weeks in total, starting with the date of the person's arrival in Romania.
The financial support granted in the form of unit costs may be settled for expenses incurred from 24 February 2022 until the end of the application of Implementing Decision (EU) 2022/382 providing for temporary protection measures granted to persons displaced by Ukraine, but no later than 31 December 2023.
The expenses will be reimbursed to the Ministry of Internal Affairs, based on the lists of foreign citizens and stateless persons for whom this support is granted.
The Government, through an emergency ordinance adopted last year, provided for the mechanism for settling certain expenses related to supporting refugees from Ukraine from European funds, through the Human Capital Operational Program (HCOP). To this end, a new Priority Axis – AP9, with a value of 100 million euros, was created within the HCOP.
The total value of the scheme is 118 million euros, of which 100 million euros are provided from the European Social Fund, and the difference from the state budget.
