The Ministry of Investments and European Projects launched the call for projects for Measure 4.1.1 on Tuesday.

Today the call for contracting grants - state aid began, and on August 24 the call for contracting grants - de minimis aid will begin.

To support the business environment in the exceptional circumstances created by the global manifestation of the effects generated by the COVID-19 pandemic, the consumer crises and the crises caused by the war in Ukraine, the Ministry of Investments and European Projects has launched a series of measures, including Measure 4.1.1.

With an allocation of approximately 400 million euros, it will finance investments aimed at re-engineering, in order to restore the resilience of the SMES.

"We are talking about a new premiere for Romania: since we have been managing European funds, the business environment has never had such consistent support, in such a short time. There are 1.5 billion euros that the backbone of our economy benefits from, through measures that we announced in less than three months. I am delighted that today measure 4.1.1., so awaited by SMEs and micro-enterprises for making investments in the development of production or service provision capacities, but also for re-technologicalization, starts. Looking to the future, we have every reason to be optimistic, because, step by step, all the premises for sustainable development are being created through investments from European funds", said Minister Marcel Boloș.

The call for projects includes a de minimis aid scheme, with support limits ranging from 50,000 euros to 200,000 euros, and a state aid scheme for which the value of grants is determined within a maximum limit of five times the turnover achieved in 2019, ranging from 50,000 euros to a maximum of 500,000 euros.

What types of investments are financed through Measure 4.1.1. of the Competitiveness Operational Program:

a) modernization/equipment/connection to public utilities/energy efficiency of specific building-type infrastructures related to existing production/service capacities, as well as for other categories of expenses related to specific production/service infrastructures for which it is not necessary to obtain building permits in accordance with the specific legislation in force;

b) provision of equipment, specific machinery, specific furniture, IT equipment, including for energy efficiency necessary for production and service activities, as well as other purchases of goods of this nature that are necessary for existing production/service capacities.

Projects, together with all annexes requested by the Applicant Guide, will be submitted to the platform SME Recover, in which potential beneficiaries also had the opportunity to enroll in the application for document preparation starting with August 16, 2022, the date on which the application period began. pre-registration.

1.5 billion euros for the business environment:

In the context of the simultaneous crises that post-pandemic Romania is facing, namely the liberalization of energy prices, the increase in fuel prices and the crisis generated by the Russian Federation's invasion of Ukraine, the Ministry of Investments and European Projects has initiated a set of measures to support the business environment, one of the most important sectors for Romania's competitiveness and prosperity.

These measures, totaling 1.5 billion euros, are constructed as follows:

  • 400 million euros through Measure 4.1.1 for investments aimed at re-technologizing, in order to restore resilience capacity - Competitiveness Operational Program;
  • 300 million euros through Measure 4.1.1 BIS for investments in re-engineering granted to SMEs in the food industry and construction;
  • 500 million euros in grants for energy efficiency – Large Infrastructure Operational Program;
  • 300 million euros through Measure 4.1.2, support for the agri-food sector in the form of microgrants and working capital grants – Competitiveness Operational Program.
